Does anti air defend empty provinces?
So lets say my anti airs are either stationary or moving and there is an enemy aircraft that attacks an empty province within my anti airs blue range. will my anti air shot it down?

Anti air will look for planes to shoot every fifteen minutes. If you see a plane, and your AA is not firing, then give a move order. After doing so cancel it, it will reset the timer. Hope i could help
