Does building ports decrease capital distance?

Hey, if I make ports then the penalty I achieve due to distance from capital reduce? As ports decrease embark/disembark time, they must reduce the total distance also (in hours) do they?

No, the distance to capital is calculated “as the crow flies” not counting any ways of speeding up transport.
