Does canceling production and/or research recover any materials/cash/etc. that were allocated?

Once an item is under construction, will I recover any materials allocated for that construction if I cancel it before completion?

If so, how steep a hit will I take?

you gain back what is not used so if it is half way built then you get half back at least that has happen from my experiences

Yes, you do recover an incremental remainder of money and other resources devoted to unit production or construction projects when you cancel them.
