yes, u will recover resources proportional to the percent the building or unit was complete.
for example: if unit is at 25% production when u cancel then u will get back 75% of the original resources spent.

Does canceling production and/or research recover any materials/cash/etc. that were allocated?
Once an item is under construction, will I recover any materials allocated for that construction if I cancel it before completion?
