General wise, spying is done without authorization and done covertly that's the whole idea of spying.And it's mostly legal,law enforcement organizations that does the spying, participating in "unethical and illegal" activities, doing a smaller evil to achieve a greater good I guess

If you go inactive and later return, issuing any order will switch the game back from AI to you. So why would someone want to stay inactive but still monitor spy reports? Spies continue their missions even under AI control—but if they get caught, you’ll lose them. Plus, checking reports risks reactivating your account unintentionally.
