Ive used my spies to see people accepting all those offers, for people who spend money on gold its a pretty easy trade allowing them the element of surprise on all fronts.
Does the AI try to rip you off?
So I've been playing CoW for a little while now and recently I've noticed something. The AI trade offers are absurd. My recent example being this.
Iceland offers me(Yugoslavia) Right of way for 1500 Gold
Seems a little stupid right? So of course I decline it, but than Portugal offers the exact same deal. So does the AI purposefully try to scam new players out of there beginning Gold?

AI are programmed to do that. If you want access fast you can use gold. But the cheapest way is to set all non human players on shared maps status, after a while you will get way of right. For shared map you need to pay gold.
To answer your question:
Yes, it is a scam for new players to waste their gold. Don't worry, the annoyance stops after you've played for awhile.
I like to think the Devs did it to stop players using gold to outmanoeuvre their enemies in game.

Sometimes 1500 for peace or right way is cheap.
users are free to spend gold should do the tutorials and ask help a moderator, to avoid making mistakes at the beginning
