If A country is wiped out totally does the production for the provinces it have go to normal?

If it is wiped out completely it won't have any provinces as far as I can tell. The provinces will belong to whomever took them. They should produce at whatever structures are there intact when captured.

I hope so...I almost have one country done but the provinces it had are only 25% production.

Only YOUR starting core provinces will ever be at 100% production. Any captured provinces beyond your starting ones will be at the reduced rate whether you occupy all of another country or not. This being the case, you should of course build up your own core provinces first.

makes sense in a way if moral is low then production low..but if the ppl are happy then I think it should go up past 25%.

Territory that was conquered are "non-core province" they produce 25% of resource FOREVER and cannot be increased past it, this is to prevent someone getting so OP

I am seeing a player that has clearly taken over countries and has the previous provinces as his CORE province so either its doable if a country is wiped out or theres something fishy going on.

In one game I see Kola province core to Russia but in an other its core to Finland...unless I am in a dimension or something I thought Finland was the right core...one of these is not like the other.
