Dropping Paratroopers

I have my paratroopers in planes. I want to "drop" them into a province behind enemy lines. I can fly them to my nearest airfield but once I get there they go by truck to the province which is behind enemy lines. So...not a drop at all. How do I get them to fly over enemy provinces and drop on an empty one that may or may not have an airfield?
