The amount that each spy steals is random, and can be up to the complete daily production of the resources of that province.
So if a province produces 5,000 oil per day, each spy can steal up to 5,000 oil from your inventory, based on a roll of the dice.
So if this oil province had 10 spies they could possibly steal 50,000 oil from your inventory, even if the province they were in produced only 5,000 that day.
