Build industry in core provinces with resources.

ah, you mean in single game newspaper, or in ranking overall? If you mean ranking overall then every building count's, not only industry

Build Industry (Urban) and Local Industry (Rural) in your Core resource provinces. Also maintain high morale, which is best achieved by taking enemy capitols, once at 100 morale watch for expansion penalties that lowers it which can be offset with Propaganda Offices (TBH POs are pointless to build until you start losing morale to the expansion penalty for resources production reasons.)

Speaking of which, do you have per hour resource goals? I try to get to 700hr quickly. If I can get to that, I usually win the game. I have gotten up to 1200hr but that is usually near game end.

Personally I do not set per hour goals, other than raise all as much as I can while usually concentrating on the resource(s) I need the most. I am also not adverse to building Local Industry, before completing L5 Industries, in provinces that produce resources that I am lacking esp if I am having to construct a higher level unit production building in my cities. I DO however set the goal of leading the list in the newspaper for "The largest Economy" asap. In a recent game, my nation was not even on the first list, which comes out on day 2, of the top 25 nations. By day 6 I was fourth, beaten only by the second, third and another unlisted nation on the day 1 list. By the day 10 list I was second where I believe I stayed until the game ended on day 22. I have found leading this list allows me to lead in "The world's mightiest armies" list as well. FYI I never lead "The wealthiest nations" list unless I have just captured an enemy capitol that was on the list. I use my money to buy resources on the market to build units and improve my core with the added benefit of increasing my global popularity by using the market. On a final note I start expanding on day 1, 2 at the latest, for the bonus to my morale to increase my production, for capturing an enemy capitol.
