Enemy Commandos

I had right of way with player he started to attack my cities with commandos I got back most of them but I have question

If some enemy commandos still waiting between provinces Cant I see them ?? Should I look to all areas with my planes ?

If he captured one my provinces and keep to moving other areas If I send only tactical bombers there Cant I see them ?
