Enemy province hiding in another country

I've run into the problem of overcoming an enemy country, only for them to one way or another obtain a single province within a larger, neutral country. For example, I was just attacked by Spain and took all their provinces in Europe, but at the last second they for a province in the middle of the US. They refuse to accept any peace terms, and specifically said they're staying in to drain my country's morale.

Does anyone else face this problem? Is there a good way to deal with this situation?

So far I've just offered bounties on the province.

Well, that was going to be my suggestion. The guy is basically being a government in exile. It seems valid to me. You'll have to negotiate with the nation that gave him refuge, or destroy them both.

Well if you want to talk about realism, I'm skeptical that a government in exile hiding a few thousand miles away would so dramatically affect the daily happiness of farmers in an Ethiopian province.

But yeah I'm really just looking for solutions.

If they are in range, you could try using paratroopers to drop into the province.

I generally don’t offer rewards. I simply state rather coldly that:

Aiding or offering safe harbor to an enemy of mine is considered an act of war and I will respond accordingly. If I have to destroy you to reach my goals that is simply your choice.

If you are going to be a world conquering general the arch villain persona comes in handy. ;)

Either make it worth the harboring country's while to take him out or threaten to go to war to do it yourself, if it is feasible. I had this situation in a game and as soon as I attacked said country, he destroyed the target of my attention ..... didn't save him from my wrath though lol. It is part of the game. Best of luck.

It is a problem if a player is acting spiteful. But a lot of people act spiteful. And a lot of people influence others from a distance.

The host country is using the spiteful player as a weapon against you. It's one of the challenges of war for you on this map.
