This is because your enemy told his troops to attack 'Suez' and not your troops.
Enemy seems to be ignoring garrison troops.
Sometimes an enemy attacking one of my cities in certain cases seems to ignore the fact that there are soldiers stationed there. Example 1: I have 4 units in the garrison in Suez, and my ally has put 11 units there. My enemy sends his soldiers to attack Suez, and when he arrives only he has the fighting symbol over his head. When I click on him, it says "Fighting Suez". I then direct my troops to attack his troops, and they do. The enemy troops now say "Fighting Suez, Attacked by C1". I had the same things with another province, only I had reinforcements arrive, not allied troops.
Is this supposed to happen, or is this a bug?

But if I have troops garrisoned in Suez, in the city itself, they should automatically fight back, right?
Yes your troops and his troops will fight
Mine did not fight, they just stood and watched.
So your troops were in your city? or in one from your ally and your enemy with whom you have relationship: war went to that city and your troops and his did not fight?
My troops were in my city, and so were my ally's troops.
But what was your relation with the enemy?
