Enemy unit spawning in revolting province

QUESTION: When a non-urban captured province revolts, does it ever spawn an enemy unit?... or is that possible only with an urban province that revolts? Thank you.

If there were (usually severely damaged) units in the center of the province that revolted, some or all of those units could join the country that the province revolted to. The rest will be destroyed.
