Leave 1 unit in each province until morale is above 32%, that's what used to work when I played, might still work.
Expansion penalty - Morale
Can someone advise what players are meant to do when confronted with expansion bonuses and high strength forces are not enough to stop morale falling in conquered provinces.
Building propaganda offices in every province in Russia is not really an option !

If not each province, alteast put them in a place where they can reach multiple provinces around the vicinity with ease.
That's what I do, but doesnt work when you get over a certain size in the game !
I have not found a solution to it.
What I do getting really big:
Ofc I put troops in to suppress rebellion, but that only goes so far.
Then upgrade moral by Propaganda Offcies in the cities and when wealthy enough, eventually also directly around the cities and on important routes.
The rest you let rebel. Keep some fast unit in those cities or other 'strategic' locations and retake after rebellion. There won't be any troops there, so it is just a question of racing through them.
At some point, if not useful to take back again, you just let them be.
After all, an enemy neighbour is -5 moral points, but so is an unhappy neighbour of your own nation.
Hence, retaking those provs has limited use, because they yield little ($$, manpower or even rss when available).
It can even work against you to retake, because every province adds to your size and thus the moral-malus. Overall, you empire might get happier by letting some provs run away.
Btw, rebellion is simply great for Operations as you get to conquer the same provinces again and again

It does but at that point its fighting to stop them from revolting then it is to keep them, you gotta change priorities late game, don't try to keep them, just try to make sure they stay yours, level 1 or level 2 Militia and AA do fine for this job if you have leftover from early game. You must learn the art of change, and be swift to adapt to it, that is the key of the game.

Yes, theoretically you could just keep piling troops up, but that would require a humongous number of units.
Since most provinces are useless anyway, just protect the cities and important routes from rebellion and retake provs that run away with a fast unit, if you want them (e.g. for an Operation).
Efficiency is half the game.
