No it still does the same. It doesn't really mean patrol. It still means attacking. Also, patrolling and attacking both deal damage.

Failure of bomber forces to follow commands
In current game, I as Morocco gave force of 11 tactical bombers instructions to attack and the bomber force goes into patrol. What is happening?

Patrol does 50% damage every 15 minutes. But also doesn't have to go back to landing strip.
You basically only want to direct attack with bombers when you know you can "one shot" kill the enemy.
