Can someone explain how a stack of 27 planes can do a bombing run and refuel in 8 minutes? Large stacks usually take more like 30 minutes.

The fueling time has nothing to do with the size of a stack, but depends on the level of the airport: Level 1 = 15 minutes, Level 2 = 7.5 minutes, Level 3 = 5 minutes; Level 1 with 50,1% = 30 minutes; unfinished or damaged levels in between.

Then how is it I have a stack of 1 bomber refuiing on a lvl 1 airport and it is 26 minutes? Does it have something to do with the moral of the city?

No, refueling time has nothing to do with the morale of the air units or the province where their air base is located. If you check the air base in your example, I am certain you will discover that the air base is less than 100% completed. Aircraft units may operate from an L1 air base when it is 50% completed, but the refueling time for a 50% completed L1 air base is 30 minutes, not 15.
