Two questions:
1. What is the best way to defeat at least 60 Tac Bombers attacking ground units?
2. Will all air units be destroyed if the airfield where it came from is captured or destroyed?
1.) Make heavy use of AA in those ground stacks. You could also take advantage of the severe efficiency hit a 60 stack of planes have. Maximum stack size for maximum efficiency for planes is 5. Stacks of 5 interceptors each on patrol would be super efficient.
2.) No.
What if I have one stack of 15 AAs and 5 SP AAs, will that be okay as well?
They have a very short range; so they'll need to be with the units that are being attacked, but yes, that's a good answer to what's going on.

My suggestion is generally to have an equal or greater number of planes than my enemy. Properly grouped as 5 tactical bombers and 5 interceptors per stack, and patrol all of my planes in the same place above my own units to defend them from the enemy.
