No, aggressive shouldn't auto-fire on RoW or shared map. I assume it depends on what you have set toward another country and not what they have set toward you, but I'm not 100% sure. In other words, if you have peace set and they have RoW set, I think it should still auto-fire since your position is neutral, regardless of what theirs is.

this friggin 'return fire only' doesn't work either. I used to be able to pass right through the enemy.

By coming into contact with them, you’ll engage them in melee. If you engage them in melee with the “return fire only” setting on, you’re still engaging them in melee. If you’re at war with them, you cannot pass through. The fire control only really has an impact on bombarding.

Aggressive fire control just prevents you from attacking countries that you have either ROW or Map Share with as the relationship status you have them.
