Flanking

Does flanking the enemy do anything? I'm confused if it does or doesn't, if so, tell me how it does, if not please explain.

My father once said this: “If you don’t know anything, don’t assume you know and don’t say anything you don’t know is true”
I always got annoyed when he said that, but to be honest he’s kinda right if you think about it
Have a good day!

知己知彼,百战不殆

Flanking an Enemy is good for getting behind lines, it is devastating, i would know, since i do it a lot, and it has recently happened to me.

True

It has no direct effect on enemy hitpoints but it forces him to retreat to save his provinces

It is super effective

If youre talking about from a purely numbers perspective, not really. Although, I believe that if a province is completely surrounded, it affects the morale negatively. It doesn't make the units themselves weaker, though.

From a strategic point of view, it is very useful, as the ones above me pointed out. You can catch the enemy off guard and force them to split their units from a main front.

Better yet, lock those front units in combat and have free reign.
