To help with resources:

Construct infrastructure, industrial centers, and naval bases in core resource producing provinces first.Forts will also help if morale is less than 100%.

@LordGeneralMax:

1. First, turn off all of your barracks that are not in active use to produce infantry units.

2. Second, review this guide to resource production:

3. Third, don't produce more units than you can afford to feed. Food shortages are bad.
