From RoW to war...

Hi, I recently declared war on someone who I had right of way with before. I didn't have any troops in their borders when I changed it, but now it won't let em attack. On the Diplomacy screen it says that I am at war with him, but when I click on his provinces they say that we have RoW. What is going on?

I think it's because you clicked one "move" and not "attack"

When you write, "it won't let them attack", are you saying your unit(s) passed right through one of his towns or units w/o attacking? Or are you responding to a tracer that doesn't have a lightning bolt at the point of engagement? If it's the latter, don't mind the absence of the lightning bolt. Whether you order your units to 'move' or 'attack' they will fight. The game takes a few seconds to update & refresh.

BTW, DoW-ing a (soon-to-be-former) ally should only be done under certain mutually accepted circumstances and warning.
