If every single province of a country rebels to me, but their forces remain, what happens to them?

A country requires provinces, if they do not have any, their player cannot give orders to their units until they acquire one. The remaining units will stay in position, and will fire on approaching enemies with their ranged weaponry. Aircraft and rockets will hold their positions.

Thank you. Will these units disappear over time without me having to kill them?

I'm afraid they will not disappear unless engaged and destroyed.

"I came, I saw, I conquered" Written in a report to Rome 47 B.C., after conquering Pharnaces at Zela in Asia Minor in just five days; as quoted in Life of Caesar by Plutarch; reported to have been inscribed on one of the decorated wagons in the Pontic triumph, in Lives of the Twelve Caesars, Julius, by Suetonius. "Alea iacta est" Gaius Julius Caesar.
There was no bug, I was just asking a question. Thanks anyway.
