Many mods say that game admin does not have any power on maps that they did not create. But how come I can remove inactive players when I did not create the map??? Also, what consent/extreme condition examples are there?

Inactive players can be removed on maps created by players - that's correct.
Only the administrator can do that - that's right.
.. and if the original administrator is out, another player becomes the administrator and can remove inactive without having created the map - that's logical.
Or possible it's a new bug or feature ..?

Yes, we are talking about system generated maps this option isn't available, but anyone that gets game admin on a player created is free to remove. However, this function does nothing to add another player after the number of days that no player can join other then making it so those players that are inactive can't become active again.

Actually I think the admin features are enabled on system generated 22 player maps that are not tutorial maps. As that is rather a long explanation I generally simply say "player created maps only" to save time and a lot of extra words
