To replace an incative player you need to wait to the player goes inactive which is day 3 at the earliest. There is no player that will enter a game at day 3 or later because they would be way behind on the others. They would have to deal with the mess caused by bad management like wasting resources on building barracks everywhere, not updating industrial complexes,...
So practically game host functions are never used.
