Check the players with the most VP usually. In your case, its the player who controls Yugoslavia.

Game Admin not kicking inactive players?
1404119 is the game ID
This game admin isn't kicking anyone for inactivity, and I've got a few friends who'd like to join this game. Is there anyway to find out who is the game admin without clicking on everyone so I can send him a message, or could the moderators appoint a new one for the game?
