Yes, as game host, it is ok for you to kick them. The warning is to prevent people from cheating by using it, and if you don't know whether you are cheating, you're not cheating.

game host removing inactive players
Hey there! i have a question about game host. in game 3296504 and 3297188 i am game host and i want to use kick all inactive members option but i am afraid of getting punished for it. In the games there are 17 and 21 inactive people would it be alright to kick them? Because it gives me a warning message before doing it. And if i can then I wonder will all mods be alright with it? thanks.

I have kicked inactive players many times and have never had any repercussions. I don't do it anymore, but only because there's no point; new people don't join 10 day old games.

oh yes in game 3297188 and 3296504 where i am both japan. these are both historical world war rounds
