the only difference between the game host and standard player is that the game host can remove inactive players to let more players join the game

I don't think it's good, because they can removed someone just for not logging in for a couple days, not to let someone else join but to improve their chance of success.

Im in a game where EVERYONE IS INACTIVE EVEN THE HOST???

If the host is inactive, the player with the most VP will automatically become host. This may be delayed to DC though, not sure.

Apparently the "game host" can only remove inactives in the 22 player maps now, so no real advantage to being the game host.

Yes. Only maps in which players can create, have the ability to remove inactive players. 22 player maps and smaller.
