You can click on the province and see the garrison strength by selecting the morale (i) bottom left side. You can also view the % chance of uprising.

How do you calculate this as a player (defence against rebellions)

But that is not what I asked! I asked how do you calculate it. I know what it says but that don't help in working out how to prevent it.

Well, other than the garrison strength and % of rebellion, you really can't calculate it. If you have the time, you can try to log instances, create a database, and try to figure it out yourself.
