4militia 1 anti air is very manpower extensive. You'd run into issues with building units fast.

Should I keep a garrison in every major city, even one's away from any possible conflict? My garrison always consists of 4 Militia regiments and an anti-air. One part of me says I need to keep them there as backup, but another part of me says that I could use those forces elsewhere, like guarding the border of a country I plan to invade. Mind telling me what I should do with them?

No. For now, as there isn't any paratroopers, just garrison provinces which might rebel. When the province gets enough morale, just move the garrison troops to the frontline.Comrade_Ivan wrote:

Probably depends on your situation. Let the game and position decide what you do, there is no across the board way of answering that. I like to base it on current and potential threat. If it's in an area you don't have to worry about getting attacked easily then you can probably free them up, else at least keep something behind to slow your enemy down with.
