You need to wait, wait for long enough, when a hww reaches 29/30 player, start refreshing, usually it takes 20-30mins for a round to fill after 29/30. You will see a new round, rush as fast as you can.

Getting a good country for once
Every time I entered a HWW map the good countries like USA, UK, Germany, USSR, etc. are already taken. How am I supposed to get a turn as them?

^ that’s how I got Germany (actually I just found a new game by pure luck and grabbed it)
