This is currently a bug. The green crosshairs symbolize the “Fire at Will” (default) fire control setting. The developers are currently trying to fix the bug.

Green crosshairs?
The latest update introduced a green cross hair over some foreign units. What does it mean?

I thought they were all artillery units. But arty are supposed to have that spoiler that they are ranged units when their unit amount is fogged up
