Harbour submarine invulnerability

I've heard that when in harbour (i.e., when just launched and not having moved) warships are invulnerable to submarines, and possibly to mêlée/torpedo attacks by other ships. I've never heard that they're invulnerable to aerial attacks or gunnery attacks.

This seems strange considering that, when invented in the 1890s, submarines and modern torpedo boats were designed to break into harbours and attack battleships (since one's own battleships wouldn't dare break into a harbour due to coastal batteries). This makes it hard to do a Port Arthur-style surprise attack using submarines against newly launched ships in port, that is my idea of a good strategy (it has worked against other ships).

Is this indeed true? Isn't it unrealistic? Why does this feature exist if it does?

Well I don't know where you heard that, but no "invulnerability" feature exists afaik. The launch spot of new ships is a sea location like any other, and all kind of combat can be fought there.

Sometimes a unit wont go futher against the land map borders and thus invulnerability.

Edit: like if a battleship is made at port sometimes a sub wont go as far against the borders as the battleship is in.

No feature like this exists.

Units have a close combat range of 5, so even if the built ship is some pixels further in for some unknown reason, the sub can easily get into range to attack it.
