So I have completely defeated my enemy, in the sense that I have taken all his major cities and most of his provinces. He is following a weird strategy right now, he has put all his remaining troops together in 1 regiment, and he is moving it from province to province, damaging my buildings. My total army is much bigger than this force of his, of course, but I am a rookie and stretched my regiments too thin on the borders so it's virtually impossible for me to do anything (other than recapture the provinces he has taken). How do I resolve this deadlock? Help!

Here are some of the things you can do:
1) Build L2 rockets and fire them at him when he is standing still;
2) Attack his force with bombers (yes you will suffer losses, but you can replace them and he can't);
3) Merge your own armies into a similar force and engage him head-on.

So what is his force? Tanks? Infantry? artillery? How many of each unit in this one regiment?
Artillery and antitank units in a fortification are pretty good about grinding down one of those mega stacks, especially if you can pounce with a few bombers as well. Particularly if you can bring other artillery to bear from other directions while they are working on the fort.

If that commando of his is moslty composed of infantry I would try to hold him off a bit (e. g. with some infantry or militia) and then catch up to him with a suad of light tanks, preferrably on plain territory.
