To answer your question, resource shortages mean that you can't produce certain units, and any shortage heavily impacts morale, which may lead provinces to revolt and leave you. If you run out of food, you can't produce infantry, and this makes the population the most restless. To avoid this, purchase food in the market, or build Infrastructure, Industrial Complexes AND Naval Bases there. That should boost production by 130% in the province. Hope this helps!
