I was wondering if someone could explain a potential solution to or the root of a problem I am currently having in my game.
I am Sweden attacking Russia on a day 22 game. I am currently attacking 3 territories, two have level 5 fortresses and one has a level 3 fortress. I have eliminated all visible troops in the territories, however in all scenarios the symbol of an infantry regiment with a question mark remains and stands alone seemingly invulnerable to all forms of attack.
My question is this: what could this regiment(s) be that can withstand constant barrage from a 4 BB, 6 DD, 3 S, Fleet + a 4 MT, 11LT, 5 Inf. attack, that also happens to be invisible. Is this a glitch or must I completely eliminate a fortress before reaching any troops therein?

Have you taken the province? Because if you still haven't, it's possible some troops are resisiting inside the fortresses still. If you have taken the province, they're 'ghost troops', and it's a bug.
I have yet to take the province. How do I eliminate the forces within? And how could they survive such an utter pummeling? And not only survive, but win.
What do I do if it's ghost ships?
1. Take the province, by attacking the province city, or whatever you want to call it. It's the dot at the center of the province.
2. if the troops still appear, it's ghost troops. Report it.
