Create forum topic or PM the mods that are listed on forum in game, just pick the ones of your nationality/server so they can actually do it. Discord servers are other option, you can find some of them listed on forum, some game operators are active there and they sometimes respond there quicker

At least on the English server, HWW 1939 maps are only created on request for RP rounds, with all 25 slots guaranteed to be filled (player names listed). If you fulfill all of these criteria, submit a support ticket, which can be done with the link in my signature.
