how can my ships attack other ships automatically ifn't in war?

does this need high command?

Even with high command if you are not at war your ships won't attack.

One unit directly to the coast, as close as possible before she embarks (hold Ctrl key, then you can position more finely), plus a submarine directly to the beach, then you have an automatic war-trigger if someone trys to land and also a first provisional coastal defense.

You should be able to put your ships in key positions and set them to blockade preventing all passage of non-allied ships.

This has been suggested before, a "blockade" setting of fire control that would be beyond Agressive and would declare war and attack any peaceful unit that came within range.

In case @freezy missed that suggestion earlier this year perhaps he can put it on the big list of suggestions :)

@VorlonFCW you have to add it and add an option to make it on or off
