How can I start a game using the "Historic World War" map? All the existing ones say that they're "too late to join"...

I am pretty sure It gave me that same message you are talking about last game I created, but I was able to create the game anyway. Let me check.

When I try to start a game using the Historic World War map, I get a message saying that "open rounds for this map are limited, join one of the existing games instead", but all of the existing games either say "too late to join" or cost 5,000 gold to join.

You are correct. I tried to start a game on the 25 player also and I got the same message. I have not gotten an answer as to why yet. when I do I will share it.

One suggestion is to try and use the option "starts when full" and see if that works.

You can choose how many players have to join to make it full. You may not want to wait for 24 other players to join in order for it to start.
