How Can We Maximize Provincial Resource Production?

In S1914,we must build a level 4 factory, a railway, and if applicable, a harbor.

That can all be done by Day 20 or so. No other S1914 building will help increase resource production.

So, for S1914, a simple sentence (my first paragraph above) answers this thread's query. How about in Call of War?
