How do aircraft on patrol select their target when there are multiple possibilities

If the patrol circle of aircraft overlaps multiple targets (i.e. ground units, structures, naval units) how does it pick it's target at it's 15 minute interval? Or if there are 3 or 4 different unit stacks to choose from?

All units within the patrol circle are targeted.

Not 100% sure, but I think they just pick the closest unit to where they’re patrolling.

Because when they are patrolling, the swirl, the probably pick the one that they meet next on the circle.
