It depends on the morale of the province they won't deploy in provinces that are being attacked or doesn't have the proper morale rating

How do i deploy units in provinces of my choosing?
Trying to deply some of my fire tanks, but the game only lets me deploy them in random provinces and i don't know how to change it. Seems really annoying and counterintuitive.
