It was content that was removed from the newer version of the game.
You can still get them if you play one of those "old rules" games that pop up from time to time.

How do I get a nuclear submarine or battleship
There are achievements for building nuclear submarines and battleships but I can’t figure out how to get them.

Yes, they were high end units that no one really built. By the time they were available, games had been decided and if not your few Nuclear Power Plants were allocated to nukes or at the very least nuclear carriers - nuclear BB and SS were marginal upgrade over conventional ones.whowh wrote:
