You still capture a city with ten points,you will end the game with 390 points...387 is the mark, you can go above it but not below it

How do I get part of 10 vp?
I joined a blitzkreig game and you need 387 points for a solo win. so if you get 380 points, how are you supposed to get the last 7 points, if each city is 10 points?
