I rarely ever come across a player(s) that blatantly cheat, but I have just recently. To include actual confession. How do I report this?

Click on the Sprocket icon, on the bottom right of your screen. It is labeled "Show Settings".
Next click on the icon 4th up, from the bottom. It is called "Request Support".
Next is to specify a category for the ticket. You're looking for the last one called "User report".
For the subject you can say "Possible Cheating" (or whatever).
Then fill in the necessary stuff you feel will apply in the Description.
Finally, click on "Send Request".
You can also toggle the Chat tab (lower left of the screen), and inquire with whoever is the current moderator on duty, for further assistance.
I only smile when it's dark.

for extra details, u should screenshot the Conversation then convert it into a link and Paste it into the report. And follow @Deathknyte's instructions.
