Is this reserved for members only? Can you only do this via computer? How do I start my own map/game?

Maps can only created in the desktop mode..

PS..
Players can only create up to the 25p map, the larger maps are generated by the system. (..or can be created on request by the administration, if enough players come together for a new map.)
If you want to make sure that no uninvited player comes to your own map, you can activate a password ..

Post Post Script: You have to reach level 11 before you unlock the ability to create a game.
And you can only create one game per month, unless you have a High Command subscription which allows you to create 5 games per month.
