How do you Guerilla Warfare in Call of war

Due to the mechanics of the game, traditional guerilla warfare (yes, I know that guerilla warfare isn't traditional in the first place) is impossible. However, you can come close by producing a bunch of cheap units and attacking the enemy's coastline cities before going back out to sea, but this only works when the enemy has coastline cities and is not recommended unless you know those cities have little defenses.
