How do you produce more manpower?

Every game i build Recruiting Stations in my main cities but I never have enough manpower. I have plenty of resources but not enough manpower to keep producing units. What is the best way to get more?

build more levels or build recruit offices in non urban provinces in your core area

build recruiting office in all rural provinces too

If you are 1.0 fan. You just need to keep invading for more provinces as well as higher level morale.
