Garrison takes less damage (up to -75% at Lv5) and +5 morale/Lvl on province.
How exactly do fortifications work?
I have played CoW for almost a year now, but I still hiding really understand how fortifications work. All I know is that they can help you conceal units and prevent rocket attacks or something. Is there any other uses of forts that I haven’t mentioned and are there any tips on where to build them and stuff? Also, how many should you build, cause once I expected a naval invasion and built forts in the whole coast, like 40 provinces, and it basically used up all my resources. Now I don’t really use forts much but I feel like I’m missing out on something? Help?

Canadians don't need fortifications, they are shock troops, the tip of the spear 
You can use forts having some garrison of at least 7 troops to defend from a much larger army
Once i had invaded poland from Germany and the guy had used his fortifications effectively by placing artillery tanks and much of infantries and this helped delayed my operation
To use them build a connective line .... For France and Germany it is already there in the historic map and level them up to level 5 having garrisons of at least 5 units with artillerys if u get any attk threat....

Beware that L4 Rockets and nuclear weapons ignore fortification values. Great strategy to remember when facing an opponent with many well placed l4/l5 fortifications.

I meant that about the L4 Rockets.
