I’m axis in arms race, i have -28 manpower, and I’m making railroad guns, what do i do

Spam recruiting stations in non-resource making homeland provinces, or kamikazi super damaged units so you can dump their upkeep.

The OP did not ask you how to play his round, he asked how to increase his Manpower production, and i have already answered that.
